You will be joining an international alliance with 400-1,300 team members from around 40 countries. That is to say almost 100% of RET staff in each country of operations are citizens of that country or of neighboring countries. Location / Duty Station
This position will be based partially in Berlin, The staff will be expected to travel to Lebanon, Nigeria, Niger, DRC, and Mali. The division of time and travel plans will be agreed with the candidate.
Reporting Line
The position reports to RET’s Technical Director for Program Design & Implementation, based in Berlin. A second reporting line will the EMEAA M&E and Reporting Manager.
Responsibilities
1. Monitoring and Evaluation
- Assist the establishment of the M&E system,
- Develop measurement tools for progress on key performance indicators (KPIs),
- Support the local implementing partner in the development of an M&E plan, M&E instruments, data collection and analysis tools,
- Guide and accompany the local implementing partner in monitoring missions, and in collection of qualitative and quantitative data, provide training and mentoring to local staff as needed,
- Conduct data quality assurance, verifying that data is correctly collected and compiled (support will be received from RET Headquarters for statistical analysis and digital data compilation, as needed),
- Analyse the data, checking progress on KPI in adherence with logframe and work plan, advising management of any delays, deviations, or challenges.
2. Reporting
- Jointly with the program team in-country, write regular progress and donor reports, ensuring quality and coherence of data and information presented.
3. Proposal Development (for RET countries of operations in Africa and Middle East)
- Ensure adherence to donor requirements for new proposals (studying donor documents, websites, attending donor seminars and workshops, etc.),
- Supporting the preparation and coordinating the submission process of concept notes and proposal:
- ensuring eligibility for grants,
- coordinating deadlines and responsibilities for proposal writing,
- supporting quality assurance and logic check of proposed project designs, - in coordination with the respective country teams, and under supervision of Technical Director, draft the concept notes and proposals,
- conducting thematic research to provide technical input / verify technical aspects, provide sources for facts,
- formatting application documents, including all annexes, and submitting them through online donor portals.
4. Donor Stewardship
- Attending conferences, workshops etc. to stay up to date with donor strategies and calls for proposals,
- Researching complementary private funding opportunities in Germany and Europe, e.g., private donors, foundations to the existing projects,
- Focal point for registration of RET in different donor platforms and responsible to keep information up to date (BENGO portal etc.)
5. Other tasks
- Translation of documents, proposals, reports, as required (German-English-French, depending on the candidate’s language skills)
Expected qualifications and skills
Academic qualification:
- Master degree in social sciences, development studies, political sciences or other relevant subjects.
Work experience:
- At least 5 years previous work experience in an NGO, IO or research consultancy, with a focus on humanitarian aid and/or development cooperation.
Technical skills:
- Proven knowledge of monitoring & evaluation, indicator development, data collection and analysis, results-based management,
- Demonstrated experience in writing donor reports,
- Demonstrated experience in writing successful project proposals for German and international donors.
Languages:
- Fluency in both German and English is a requirement,
- Advanced knowledge of French is an advantage.
