Project Description:
The European Health Data Space (EHDS) is a key initiative under the European Strategy for data and a central building block of the European Health Union. The legislation aims to empower each EU-citizen through increased digital access to and control of their health data. It also aims to provide a safe, trustworthy and interoperable legal framework and infrastructure to facilitate the access to health data for e.g. research, innovation and policy making purposes (secondary use). Considering the upcoming regulation on EHDS, it is important to support stakeholders implementing the new legal requirements and technical capabilities underlying the regulation.
To support stakeholders on secondary use of data within the European Health Data Space, the European Health and Digital Executive Agency (HaDEA) has launched a tender for services that include:
- Creating a collaborative ecosystem for the secondary use of health data within EHDS by fostering a community of practice and facilitating copperation and knowledge sharing among stakeholders;
- Support governance procedures related to the secondary use of health data in scope of the EHDS.
Job Description:
The Project Manager/Team Leader will oversee the project's execution, ensuring alignment with EHDS objectives, compliance with EU regulations, and timely delivery of key milestones.
As such, tasks will include:
- Lead the overall coordination, planning, and execution of the project in compliance with PM2 or equivalent project management methodologies.
- Oversee the delivery of key milestones, ensuring adherence to timelines, budgets, and quality standards.
- Manage a multidisciplinary team of experts, fostering collaboration and accountability.
- Act as the primary point of contact with HaDEA, the European Commission, and other stakeholders, ensuring clear and effective communication.
- Organize and facilitate meetings, workshops, and other engagement activities with stakeholders across the EU and EEA.
- Prepare and deliver comprehensive project documentation, including interim and final reports.
Qualifications:
- A Master's degree in Public Administration, Project Management, Business Administration, Public Health or a related field.
- At least 5 years of experience managing large-scale EU-wide projects, preferably in health or digital sectors.
- Certification in project management methodologies (e.g., PM2, PRINCE2, PMP, or equivalent).
- Proven ability to manage complex, multi-stakeholder projects.
- Experience with community building, community engagement, is a big asset.
- Strong leadership and organizational skills, with a proactive and solution-oriented approach.
- Excellent communication and interpersonal skills, with the ability to engage diverse stakeholders effectively.
- Familiarity with EU funding mechanisms, project guidelines and reporting requirements is a big asset.
- Excellent English (knowledge of additional EU languages is an advantage)
