Junior Professional Officer (JPO)
Die Bundesregierung hat mit mehr als 40 Internationalen Organisationen Abkommen zur Förderung von deutschen Nachwuchskräften als JPO geschlossen. Die Federführung des Programms liegt beim Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ); das Büro Führungskräfte zu Internationalen Organisationen (BFIO) ist verantwortlich für die Durchführung des Programms. Angesprochen sind Bewerber*innen mit deutscher Staatsangehörigkeit und mit erster Berufserfahrung nach abgeschlossenem Hochschulstudium.

Da es sich um ein Nachwuchsförderprogramm handelt, sollten Bewerberinnen und Bewerber im Regelfall zwischen zwei bis vier Jahren Berufserfahrung haben.

Junior Professional Officer (JPO) in Crime Prevention and Criminal Justice, Vienna
Sector/Unit: Crime Prevention and Criminal Justice (Prison and Penal Reform)
Duration: 2 years with the possibility of extension for another year. 
Please note that for participants of the JPO-Programme two years of work experience are mandatory!


Main duties and responsibilities (Examples):

  • Prepare desk reviews of relevant laws, policies and measures; prepare and participate,  in needs assessment or programming missions; provide assistance and contributions for developing and implementing strategies, programmes and projects at the national, sub-regional, and regional level to support governments in applying the international standards and norms on crime prevention and criminal justice; prepare and maintain up-to-date periodic implementation reports and programme data.
  • Analyse data and information on crime patterns, root causes and trends; compile and assess national policies and practices; carry out comparative analysis of data in sub-regional, regional, and international perspectives; contribute to the preparation of research and policy papers; prepare and coordinate briefing notes, situation reports, background papers and presentations.
  • Contribute substantive input through research, analysis, and drafting for review and finalization by senior staff; prepare Terms of Reference for international consultants; draft concept notes; review draft texts and other products developed by consultants; and organize expert group meetings.
  • Support the facilitation of knowledge exchange on promising practices in prison management and conceptualizing, organizing, and servicing workshops and conferences to this effect.
  • Support the preparation of documentation and records.
  • Participate in consultation with partners on penal reform, preparing and making presentations on these subjects; facilitate liaise and develop synergies.
  • Assist in the operational implementation of prison reform activities on the ground, including, liaising with government counterparts, relevant United Nations and other international agencies; participate in local meetings and trainings; ensure timely project reviews, monitoring and reporting.

Profile of qualification:

Education:

  • Master’s degree in criminal law, international law, criminology, international relations or in a closely related field, with adequate focus on penal reform.

Experience:

  • A minimum of two years professional experience in crime prevention and criminal justice matters, including in planning and managing pertinent international development or technical cooperation programmes. 

Key Competencies:

  • Fluency in English, with excellent drafting skills.
  • Knowledge of other UN official languages is considered an important asset.
  • Full computer literacy and proficiency to working with all common Microsoft applications (word, excel, etc.).
