Kindermissionswerk 'Die Sternsinger' e.V. (KMW) is international child welfare organisation of the Catholic Church in Germany, based in Aachen. Our largest campaign is the Carol Singers’ Campaign. Together with the Association of German Catholic Youth (BDKJ), Kindermissionswerk “Die Sternsinger” is the legal holder of the campaign. The donations entrusted to the carol singers benefit children in Africa, Asia, Oceania, Latin America, Eastern Europe and the Middle East through the project work of our partners worldwide.
For the evaluation of one of the projects supported by KMW we are looking for
Evaluators (f/m/d) for West-Bank/Palestine – Support and inclusion of children with complex disabilities and learning difficulties
The evaluation is to take place in consultation with the partners in Palestine (West Bank) as soon as possible, depending on the security situation on the ground.
Project background
With the help of 85 employees and financial support from KMW since many years the Christian NGO offers comprehensive services for people with learning difficulties and complex disabilities from early childhood to adulthood: Diagnostics, medical rehabilitation, early intervention, a special kindergarten, as well as a special school for children aged 6-16 years, therapies, home visitation program, vocational training and work in sheltered workshops, courses and self-help groups for parents of affected children. The NGO campaigns for the rights of people with disabilities by raising awareness, educating parents and lobbying the authorities. The partner also endeavours to make people with disabilities more visible in society and improve their image through the various components of its work.
Purpose and use of the evaluation
The evaluation should serve to critically assess specific aspects of the work with children with (multiple) disabilities and in society to subsequently introduce improvements where necessary and further foster impact-oriented project work in this specific field. The evaluation should also serve to understand aspects of impact in a project cooperation geared towards long-term support on the topic of children with disabilities/inclusion and to contribute the development of a support policy on the topic.
Requirements
A team of evaluators consisting of an international evaluator in the lead and a local co-evaluator is planned.
The main evaluator is expected to have sound, proven knowledge of the methods for professional impact evaluation and at least regional knowledge. Business fluent English is expected. Knowledge of disability issues in the local context is an advantage. The local co-evaluator has extensive country knowledge, cultural sensitivity and professional specialization in the areas of children with (multiple) disabilities and inclusion as well as extensive country or at least regional knowledge related to these topics.
At least one of the two evaluators should be able to express him/herself sufficiently in local Arabic to work with target groups without translation.
Organisation
The methodological concept based on the ToR as well as a cost and time schedule shall be proposed by the main evaluator and agreed upon with Kindermissionswerk "Die Sternsinger". We welcome the application of teams, but this is not a prerequisite. The contract is drawn up by Kindermissionswerk "Die Sternsinger"; the main evaluator is responsible for reporting. The guidelines for child protection of Kindermissionswerk "Die Sternsinger" apply to the implementation of the evaluation, as we work with and for children.
