The German Red Cross (GRC) and the Ukrainian Red Cross Society (URCS) are part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality.

The outbreak of the armed conflict in Ukraine on 24 February 2022 has caused civilian casualties and destruction of civilian infrastructure, forcing people to flee their homes seeking safety, protection and assistance. Following the escalation, GRC scaled up significantly, both supporting URCS’ humanitarian activities, as well as strengthening URCS’ long-term programming on social services, health and civil protection / disaster management.

In light of the ongoing challenges in Ukraine, including the armed conflict, displacement, and humanitarian needs but also recovery, EU integration, reform and modernization discussions with national and international actors, URCS aims to strengthen its policy & advocacy and humanitarian diplomacy efforts. To address the growing need to position and leverage URCS’s role and mandate in a sustainable way and establish adequate structures strategy and mechanism to leverage advocacy and policy work , the URCS (with support of German Red Cross and British Red Cross) is seeking an experienced Advocacy & Policy Development Delegate (m/f/d) to support URCS with the implementation and further development of its Strategic Partnership and International Relations department structure and plans with a focus on advocacy, humanitarian diplomacy and policy development.

Main duties & responsibilities:

  • Embedded within the URCS National Committee office, support the URCS Head of Strategic Partnership and International Relations in the design and implementation of URCS advocacy, policy and humanitarian diplomacy strategies, structures and plans
  • Support in maintaining internal and external stakeholder engagement and networks together with the URCS Strategic Partnership and International Relations department, other URCS departments/functions and in coordination with other RCRC Movement actors as well as relevant external actors
  • Mentor and support the URCS Strategic Partnership and International Relations department staff, including URCS workshops and resources to enhance skills in negotiation, public speaking, and policy development
  • Support in writing key policy messages and producing key policy material for internal and external audiences
  • Support in organising and participating in relevant conferences, events and meetings inside and outside of Ukraine according to URCS’s priorities and requests
  • Further strengthen the relationship with relevant international (for example Germany and the UK) government counterparts on Ukraine – specifically on advocacy and policy issues with regards to URCS priorities in close coordination with URCS

Required Competencies & Skills:

  • University degree in a relevant field
  • Professional experience in the humanitarian and/or development sector relevant for this role incl. operational/programmatic experience in the humanitarian field is an asset
  • Strong analytical and strategy skills, able to foster and maintain partnerships and networks, experience in coordination roles is a strong asset
  • Experience of government diplomacy, advocacy and policy work and engagement, experience of advocacy and policy work in the RCRC Movement and/or NGO sector is a strong asset
  • Minimum of five years working experience with the Red Cross / Crescent Movement
  • Experience in being an embedded delegate/staff member in a partner organisation is a strong asset
  • Excellent verbal and written communication skills
  • Proven track record of teambuilding and coaching experience, experience in facilitating organisational development processes is a strong asset
  • Excellent skills in MS office application (Word, Excel, Power Point)
  • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles
  • Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions'
  • International driving licence
  • Work permit in EU and Schengen member countries is a strong asset
  • Oral and written fluency in English is required, German and/or Ukrainian is a strong asset
